I think that it's expected the device is still Azure AD joined after unenrollment. Azure AD join and Enroll in Intune are two different processes. We're not trying to resolve the end user issue at the moment but look for a resolution as to why this is occurring (it seems) on Windows 10 1903 builds on resets within Intune and from the Intune Company Portal on the devices.
